On April 13, 2019 at 02:49 UTC, network monitoring detected connectivity issues affecting infrastructure resources in the us-phoenix-1 region. Beginning at this time, users may have experienced intermittent interruptions in the flow of network traffic, including issues with FastConnect connections or IPSec VPN tunnels communicating with VCN resources in the us-phoenix-1 region. After rebooting the affected switches, the network health restored by April 13, 2019 at 07:25 UTC.

Following the initial network impact, some OCI services experienced challenges during the recovery process which
resulted in extended downtime.
